Mike Howe

Mike is the Community Affairs Manager (covering Northern Wyoming) for Black Hills Energy.

Economic Development has always been a major part of Mike’s professional and personal path.  He has served on multiple Economic Development Boards and has been a part of leadership of multiple Chambers of Commerce.  CURRENTLY, Mike is the Board Chairman of the Casper Area Chamber of Commerce and is actively engaged with economic development organizations throughout the Black Hills Energy Wyoming service territory.

Mike is also focused on professional development that will lead to a CEcD. In 2021, Mike has completed the following IEDC courses:  Entrepreneurial & Small Business Development Strategies, Workforce Development Strategies, Business Retention & Expansion, Real Estate Development and Reuse.  Also scheduled for this year is Credit Analysis.  In 2020, Mike completed the IEDC Introduction to Economic Development course.

Additionally, Mike completed a Business Retention & Expansion course through the University of Minnesota, and earned the Business Retention & Expansion Coordinator Certificate from Business Retention & Expansion International (BREI).  Mike also attended the BREI conference.

In This summer, Mike also completed the IEDC Basic Economic Development Course through the Ohio Economic Development Association.

Mike is a seasoned communications and government affairs professional with over 15 years of experience in the energy industry.  His experience began in Wyoming with the Wyoming Municipal Power Agency, and then he went on to serve two Wyoming Governor’s - Jim Geringer as an advisor to the Wyoming Energy Commission, and Governor Dave Freudenthal as a Policy Analyst focused on local government and transportation issues.  After that, Mike spent some time teaching college full time and then working for electric utilities in Oregon and Washington.

He has been a Rotarian for over 10 years and is now a member and President of the Rotary Club of Casper; he also serves as an Executive Committee Board Member for the University of Wyoming Alumni Association.  Mike earned his B.S. in Political Science from the University of Wyoming, and an M.A. in Political Science from Midwestern State University (TX).  He is married to his wife Laura and has 5 children and 2 grandchildren.
