Governor Mead appointed Robin Sessions Cooley to the Public Service Commission beginning March 16, 2017. Ms. Cooley graduated from the University of Wyoming, College of Law, in 1992, entering private practice in Cheyenne until 1997. Ms. Cooley’s government employment began in the Criminal Division of the Attorney General’s Office in 1997, where she litigated state and federal post-conviction criminal cases as well as prosecuting criminal appeals before the Wyoming Supreme Court. In 2001, she was promoted to a supervisor position in the Civil Division of the Office, after which she was promoted to Deputy Attorney General of the Human Services Division in 2002. From 2002 until 2015, Ms. Cooley represented a variety of state agencies including the Department of Health, Department of Family Services, Department of Education, and Department of Transportation. Ms. Cooley served as Special Counsel to Governor Mead for approximately one year, after which Governor Mead appointed her to the State Board of Equalization in March 2015. Ms. Cooley has also been an adjunct professor at Laramie County Community College teaching Business Law I and II, and legal research and writing, as well as teaching Public Health Law as an adjunct professor at the University of Wyoming, College of Law.
