Betsey Hale serves as CEO of Cheyenne LEADS, where she leads the organization’s work in business attraction, community marketing, business retention and expansion, and long-term economic development strategy for Cheyenne and Laramie County.
Betsey’s background is rooted in agriculture, entrepreneurship, and rural economic development. She grew up on a vegetable farm in the Appalachian Mountains of upstate New York and earned agriculture degrees from Cornell University and Colorado State University. She later spent nearly two decades ranching and running her own business on Colorado’s Western Slope, where her three children and grandchildren continue to live and ranch today.
Her career has included leading the Center for Agricultural Development and Entrepreneurship, running the Delta Montrose Agricultural Economic Development program, and serving in economic development leadership roles in Loveland, Colorado and Corning, New York.
In 2020, Betsey earned the Certified Economic Developer (CEcD) designation from the International Economic Development Council, reflecting her professional expertise and commitment to the field. Through her work at Cheyenne LEADS, Betsey remains focused on strengthening Wyoming’s economy, supporting existing businesses, attracting new investment, and helping create opportunities for people and families to build their future in Cheyenne and Laramie County.
